Issue: What is the problem?
Consequence: How does this affect Santa Cruz County citizens
Position: What is the desired state or solution for the problem
Objectives: What does the organization want to accomplish in regards to this issue
Proposed Tactics: What activities should the organization implement to reach the objectives stated for resolving this issue?
